Syria fired rockets into Lebanon in what Washington called a 'significant escalation' of the war, as Syria's main opposition group picked a naturalized U.S. citizen as its first prime minister to lead an interim government that aims to rule over rebel-held territory.

Also on Monday, Secretary of State John Kerry offered a green light for other Western powers, including Britain and France, to provide arms to rebels fighting Syrian President Bashar al-Assad, as the two nations push the European Union to permit shipments of such lethal aid.

'President Obama has made it clear that the United States does not stand in the way of other countries [which] have made a decision to provide arms, whether it's France or Britain or others,' Mr. Kerry told reporters.

Gulf states including Saudi Arabia have been funneling arms to rebel groups with U.S. knowledge, though administration officials have voiced concern that many of those weapons are going to Islamist fighters. U.S. officials say they have increased coordination in recent months with the countries providing arms to help strengthen Western-backed, moderate rebel factions.

President Barack Obama 'believes that we need to change President Assad's calculation,' Mr. Kerry said. 'Right now President Assad is receiving help from the Iranians….He's receiving help from Hezbollah, and obviously some help is coming in through the Russians. If he believes he can shoot it out, Syrians and the region have a problem and the world has a problem.'

In Istanbul, the Syrian Opposition Coalition members elected Ghassan Hitto, a 49-year-old telecommunications executive who lived in Texas for three decades. Some coalition members said his selection would send a message to Mr. Assad that they were able to challenge his rule politically, as well as militarily.

Opposition leaders hope the new prime minister and the cabinet he will form will help curb spiraling disorder in parts of the country in rebel hands, and coax more financial and military aid from foreign governments.

Mr. Hitto greeted coalition members and gave a brief statement before singing the Syrian national anthem.

'I give great thanks to the heroes and revolutionaries of the Syrian people,' he said. 'We say to you, we are with you.'

As coalition members voted, Syrian fighter jets struck targets near the town of Arsal in Lebanon near the border with Syria, said Lebanese and U.S. officials. The strikes came just days after Damascus warned Beirut to stop militants from crossing the border to fight alongside the rebels.
