审计署发布的全国政府性债务审计结果显示，截至2013年6月底，地方政府负有偿还责任的债务108859.17亿元，负有担保责任的债务26655.77亿元，可能承担一定救助责任的债务43393.72亿元。

审计署公布的结果显示，截至2013年6月底，中国地方政府债务及或有债务激增至17.89万亿元。
地方政府债务(local government debt)包括地方政府负有偿还责任的债务(local governments' direct debt/debt that will be repaid by government fiscal revenue)、负有担保责任的债务(debt for which local governments issued official guarantees)以及可能承担一定救助责任的债务(debt for which local governments might shoulder some of the rescue burden)，后面两种债务统称为或有债务(contingent liabilities/debt)。
审计报告显示，地方政府债务支出中占比例最大的项目为市政建设(municipal construction)，其次为交通投入(investment in transportation);同时，债务偿还多依赖土地销售收入(land sale revenue)。
