发改委证实，已对中国电信和中国联通两公司进行反垄断调查，查明两公司在互联网接入市场上涉嫌垄断。如果证据确凿事实成立，处罚在1%到10%的范围内。中国电信、中国联通为此将遭到数亿到数十亿的罚款。

发改委确认对两电信巨头开展反垄断调查：国内两家电信巨头正接受反垄断行为调查，这也是大型国企首次接受反垄断调查。
文中的anti-monopoly probe就是指“反垄断调查”，monopoly既可以指“垄断”，也可以指“垄断企业”，比如steel monopolies(钢铁垄断企业)。此外，monopoly还可以指“专卖权，专卖商品”，比如In many countries tobacco is a government monopoly.(在许多国家,烟草是政府的专卖商品。)
国内两家telecom giants(电信巨头)，也就是China Telecom(中国电信)和China Unicom(中国联通)被证实接受调查，两家企业共占有中国broadband business(宽带业务)的大半市场。
Probe一般强调彻底的调查，或者可以表示刺探。另外，probe还可以表示(不载人)航天探测器，宇宙探测航天器，比如Mars probe(火星探测器)。
